Mr Yung joined HKMC Annuity Limited as its Executive Director and Chief Executive Officer in December 2019. Prior to taking up the current position, he was a Division Head of the Banking Supervision Department of the Hong Kong Monetary Authority, responsible for supervision of credit risk management. Mr Yung has over 20 years of experience in central banking and supervision. He has been actively involved in various initiatives of the Basel Committee on Banking Supervision, including a member of the Supervision and Implementation Group, and the Chairman of the Risk Data Network.
Ms. Dora Li
Investor and Financial Education Council (IFEC)
Ms Dora Li is the General Manager of the Investor and Financial Education Council (IFEC). At the IFEC, Ms Li is responsible for leading the strategic development of the Council’s investor and financial education programmes and initiatives, that are designed to equip the public with the knowledge, attitudes and skills to make informed investment and financial decisions and manage their money wisely.
Prior to joining the IFEC, Ms Li was the Head of Futures Skills, Corporate Sustainability, Asia Pacific Region at HSBC, overseeing Future Skills strategy on financial literacy and employability in Hong Kong and 13 markets across Asia Pacific. She was the Chairperson of the Community Caring Committee, the Hong Kong Association of Banks in 2015 and 2018. She has also held senior positions in HSBC’s head office in London, United Kingdom.
Ms Li possesses over 20 years of extensive experience in the global banking industry, ranging from wealth management, sales & marketing, and corporate sustainability. Ms Li has been the Convenor of the IFEC Advisory Group on Financial Education for Schoolchildren since 2018, and a member since 2015.
Mr. Ray Lee

Mr. Lee has been working in financial industry over 13 years with solid experience in financial planning and asset allocation. In addition, he actively serves the community and the industry. He is the Chairman of Institute of Financial Planners of Hong Kong and the Member of VTC Banking and Finance Training Board. In the meantime, he is the columnist in Hong Kong Economic Journal, Ming Pao & Oriental Daily, and regularly interviewed by medias including TVB and Yahoo TV.
Ms. Cynthia Hui
Mandatory Provident Fund Schemes Authority
Ms. Cynthia Hui is Executive Director (Members) of the Mandatory Provident Fund Schemes Authority. Having led a team for six years since 2008 to supervise the trustees and intermediaries in the Mandatory Provident Fund (MPF) industry, she assumed responsibilities in protecting the interests of MPF scheme members, as well as instigating and overseeing the project to develop an eMPF Platform to standardize, streamline and automate MPF scheme administration processes. Ms. Hui is a qualified actuary and a fellow of the Institute of Actuaries of Australia. She has held Appointed Actuary, Chief Actuary and Regional Actuary positions in multi-national insurance firms, and positions with responsibilities for information technology in major financial institutions in Australia before joining the Mandatory Provident Fund Schemes Authority in 2005.

Elaine Lau is Chief Corporate Solutions Officer of AIA Hong Kong and Macau. She is also Chief Executive Officer of AIA Company (Trustee) Limited and AIA Pensions (BVI) Limited. She is responsible for leading the development and operation of AIA Hong Kong and Macau’s pension and group insurance business by providing total corporate solutions and quality services.
Elaine has over 25 years of experience in financial services industry. Prior to joining AIA in 1998, Elaine led the Pensions and Group Savings Department of Toronto-Dominion Bank, Canada.
Elaine holds a Bachelor of Commerce degree from the University of Toronto and an MBA from the University of Western Ontario. She is currently Chairman of the Pension Schemes Association, which was established in 2018 with the mission of enhancing the general public’s trust and confidence in the MPF industry.
Mr. Raymond Ng

A highly respected industry veteran, Mr. Ng has proven record in steering the strategic development of the MPF and pension business in the territory. He also plays a pivotal role as an active influencer on retirement protection matters relating to the industry. He is currently a member of the Mandatory Provident Fund Schemes Appeal Board (MPFSAB), a member of the Hong Kong Academy of Finance and a founding member of the Pension Schemes Association.
Prior to his current role, Mr. Ng was Assistant Vice President and Head of Business and Product Development, Employee Benefits. Under his leadership, Manulife has achieved significant growth in Mandatory Provident Fund (MPF) market share and become the largest MPF scheme sponsor in Hong Kong since year-end 2016. He also played an indispensable role in the 15-year MPF collaboration between Manulife and Standard Chartered Bank, which allows the Bank to exclusively offer its customers Manulife’s MPF products and services. In 2020, Mr. Ng also brought forth the strategic alliance with Allianz Global Investors (AGI), with Manulife taking over the sponsor role of AGI’s MPF portfolios and further solidifying its MPF No.1 position in the market.

He is also a renowned market commentator, speaker and trainer. John joined Sun Life Asset Management in 2013 in the capacity of Chief Investment Officer and then Chief Investment Strategist from 2018.
John obtained a BSc in Statistics and BA in Economics from the University of Manitoba, Canada; and an MBA in Investment Finance from Bernard Baruch College, New York, USA.

Dr Robert Chung is the President and Chief Executive Officer of Hong Kong Public Opinion Research Institute (PORI), and Part-time Lecturer at The Chinese University of Hong Kong. Dr Chung was the Director of Public Opinion Programme (POP) at The University of Hong Kong (HKU) before it spun off from the University. He joined the Social Sciences Research Centre, HKU in 1987 when it was founded. In 1991 he established the POP within the Social Sciences Research Centre, a unit under the Faculty of Social Sciences of HKU, and began to study the development of public opinion in Hong Kong. POP was transferred to the Journalism and Media Studies Centre in HKU in May 2000 and was transferred back to the Faculty of Social Sciences, HKU in January 2002. Under his leadership, POP under HKU or PORI has become well known for its impartiality and professionalism in collecting, studying and interpreting public opinion in Hong Kong, and is a highly respected programme in the region. Up to this date, HKPOP has conducted more than 2,000 independent surveys, covering media development, electoral studies, policy issues, and youth studies. POP's output is widely covered by the media and frequently cited in academic publications. Dr Chung has written numerous articles on public opinion and social surveys published in various journals and periodicals. He is also a member of the Editorial Board of the International Journal of Public Opinion Research.

Vincent is a Managing Consultant leading the Asia-Pacific business for Comptify Analytics, a new-generation human capital consulting firm aiming at reshaping and upgrading the professional space through HRTech – Advanced analytics and automation technology.
Prior to that, Vincent was the Consulting Lead and worked in Mercer-HRBS for more than 12 years. He is a seasoned HR market observer and innovator for business throughout his career.

Dr. Gloria Siu is the Chief Executive of Gain Miles Group, a professional consultancy group specializing in risk management, human resources and employee benefits. Gain Miles is one of the founding members of the Hong Kong Confederation of Insurance Brokers.
Gloria has over 20 years of experience in the insurance industry; expertise on all industry aspects including corporate pension, employee benefits, general insurance and financial planning, from operations to business development; individuals to corporations. With the aim to increase public awareness on MPF and retirement, Gloria led the Gain Miles Research Team to conduct MPF focused studies and publish findings every year. Holding her belief in active management and continuous education, more than 300 seminars on various MPF development topics were conducted and the unique corporate solution – Pension Advisory Model was developed. Gloria is also in great interest to the healthcare development in Hong Kong, research focuses on employment based health insurance value and efficiency.
A member of the standing Advisory Committee of Investor Education Centre (IEC) and Investigation Panel of the Hong Kong Institute of Certified Public Accountants (HKICPA) appointed by the Financial Services and the Treasury Bureau since Year 2017, Gloria holds an MBA from the University of Leicester, UK and a business administration doctorate degree from The Hong Kong Polytechnic University.
Mr. Billy Wong

Billy joins Gain Miles after spending four years with Mercer, one of the largest global wealth and health consulting firms, with his most recent position being acting CEO, Hong Kong. Prior to this, Billy was the Head of China Business at Sun Life Financial Asia, the CEO at Sun Life Trustee Company Limited for MPF business, and the Vice President for Institutional Business at Sun Life Hong Kong.
Billy is an actuary and a CFA. He was the President of the Actuarial Society of Hong Kong in 2014 and the Chairman of the Asian Actuarial Conference 2018. He was a general committee member of The Hong Kong Confederation of Insurance Brokers (“HKCIB”) in 2017 and 2018. He currently serves as an examination board member of the Institute of Financial Planners of Hong Kong. Billy graduated from the University of Hong Kong in Actuarial Science and received his LLB from the University of London. He is a Fellow of Society of Actuaries and a Chartered Financial Analyst.
